Jedi Master Qui-Gon Jinn and his apprentice Xanatos are sent to Telos IV with Master Tahl and Padawan Orykan Tamarik. Qui-Gon and Xanatos were to investigate the death of High Priestess Liora, while Tahl was to recover Jedi artifacts, but they were shot down on arrival by dissidents and then greeted by Xanatos' father, Lord Crion. After they are shown to their quarters, Qui-Gon and the padawans go to investigate the murder and learn through the Force that the murderer was a Jedi, yet not a Jedi. Tahl goes to collect the Jedi artifacts from the library, but as she leaves she comes across a group talking about the attack on the Jedi, one of which appears to be an Antarian Ranger. She interrupts their conversation, but she is unable to take any prisoners before they escape. She and Qui-Gon take this information and try to learn what is actually going on, with Qui-Gon going undercover to track some weapons shipments. Tahl contacts Qui-Gon and they meet with Crion, but before anything can happen, they are attacked and Xanatos' sister is killed. In the struggle, an old acquaintance named Dairoki appears, leading Tahl to comment that the test to be undergone may be Qui-Gon's, not Xanatos'. Tahl is reassigned to the Landor system and Xanatos goes to watch over Crion and protect him while Qui-Gon goes undercover again. He stops one group, but when questioned, it appears that the Antarian Rangers are involved, to his dismay. Meanwhile, Dairoki meets with Crion and is told to get off the planet because Crion's daughter was killed in an attack. In the morning, a decree goes out that diplomatic relations between Telos IV and Toprawa are being severed, and all Toprawans are advised to leave immediately. As Xanatos' insecurity and fear build up, he goes to see his father, who persuades him that the death of his sister was the fault of the Jedi. The truth eventually comes out that the insurgency on Telos IV was all orchestrated by Crion, and Qui-Gon goes to confront him. As Qui-Gon and Crion duel, Crion falls off a wall and Qui-Gon isn't quick enough to save him. The result is that Xanatos believes that his father and sister were both killed by Qui-Gon, who had intended to leave him on Telos IV. The law brings peace eventually, but when Qui-Gon contacts the Jedi Council, he tells them that Orykan is on her way back and that Xanatos was killed in the fighting. As for himself, Qui-Gon needs to come to terms with what happened on Telos IV and why he was unable to prevent it.
