Kerra Holt returns to her home planet of Aquilaris, in the hope of rescuing her people, but discovers during a Hutt raid that most of them have lost the will to help themselves. They have become hooked on a drug called Deluge, that saps their will and takes away their ability to want anything except more of the drug. With the Hutts testing a new weapon called a stormdriver, Kerra's efforts are for nothing, until a contingent of Republic fighters arrives to destroy the prototype. Devil's Squadron, led by Jenn Devaad, does what it can to clear out Sith troops, in order to pave the way for relief and supplies from Alderaan's Grace Command. Meanwhile, Zodoh the Hutt has called a meeting of the Sith Lords in the area to inform them that he is now a key player in their space, and that they need to play ball with him. Back on Aquilaris, Kerra and Devil's Squadron have cleaned out the remaining Sith forces and made way for the relief crews. When Kerra sees everything working the way it would have under Vannar Treece, she asks to join up with them and is accepted, though everything they are doing may not be above board. As they prepare to leave the system, a lone ship enters the system, piloted by Zodoh the Hutt. Fueled by a desire for revenge, owing to his clan holding them slaves, Devil's Squadron gives chase, ignoring Kerra's attempt to explain that the Hutt obviously has a plan. As they reach him he has his ship launch all squadrons to keep the fighters busy, while a fleet of stormdrivers arrives in orbit. His plan is to use the stormdrivers to pull all of the moisture out of Aquilaris' atmosphere and flood the planet. Jenn focuses on her revenge, but Kerra disagrees and returns to the planet in tome to avoid capture with the rest of Devil Squadron. While Jenn comes to an arrangement with Zodoh on his flagship, Kerra discovers the truth about Grace Command while trying to rescue as many people as possible from the approaching floods. Jenn returns to the planet to retrieve as many of the time-lock supply cases as possible, and is confronted by Kerra about the drug-running her team is doing. Jenn admits that Grace Command is leaving Deluge at every world they liberate, because the drug will work it's way into the Sith forces, leaving them useless. Taking the drugs, she returns to barter with Zodoh for her squadrons lives, leaving Kerra to rescue whoever she can. Kerra gets people moving to higher ground as the drugs start to wear off and people begin wanting to live again. When it becomes apparent that they have done all they can, Kerra's old friend Joad shows up with a submersible that he repaired, now that he could want something again. They make plans to evacuate people to the underwater habitats when Jenn arrives to offer Kerra an alliance that will save lives. When she delivered the drugs to Zodoh, she discovered that his plan was to use his stormdrivers on Lord Daiman's throne world of Darknell, killing everyone there before taking it as his own base of operations. He had already killed her entire team, so she sabotaged his ship and escaped to Aquilaris, to obtain Kerra's help. Kerra agrees as long as the operation is done her way. They arrive at Darknell in the middle of a pitched battle, their only plan revolving around the fact that something aboard the Hutt's flagship is tied into all of the Stormdrivers. Kerra infiltrates the ship while Jenn joins the battle, and makes her way to the control dome where she confronts Zodoh. They engage in a duel, and the Hutt's equipment gives him the edge. Just as he is about to kill Kerra, Jenn returns and blows open the control dome. Picking up Kerra, they destroy the computer that controls the Stormdrivers, and the Hutt's flagship with them, before escaping to Aquilaris. Zodoh is recovered by Daiman's forces, and Daiman uses a small scale replica of a stormdriver against the Hutt himself as revenge. Back on Aquilaris, Kerra and Jenn come up with a plan to shuttle refugees out of Sith space, using Grace Command as a cover, while the people of Aquilaris recover, and Kerra continues on with her mission, using her new fighter to get from place to place.
